Hours of Work: 

Customary hours of work shall be Monday thru Friday, 8:00 am – 5:00 pm. For emergencies starting and finishing times may vary and will be compensated if more than the usual eight (8) hours per day are worked. 

In addition, rotational weekend duties are required to perform water and wastewater operations and maintenance duties. 

Employees are entitled to one (1) hour for lunch and two (2) 15-minute rest periods, one 15-minute rest period in the morning and one 15-minute rest period in the afternoon.


Wages for this position shall be according to the Town of Oyen salary grid.  Standby pay will be paid to those who are on call evenings, weekends, and holidays. One week of standby is equivalent to 8 hours off, normally to be taken the Friday following the standby week. Callouts on weekends will be compensated with overtime.  Benefits shall be according to the Town of Oyen benefit plan. Council will review wages yearly.

Position Summary: 

The primary purpose of the position is to facilitate the delivery of public works and water and sewer services to the Town of Oyen. The position performs a wide variety of duties, including but not limited to installation, maintenance and repair or upgrade of all municipal infrastructure, including roadways, sidewalks, water and sewer lines, water distribution system, wastewater system, airport, and signage. Assumes duties of Public Works Foreman in his/her absence.  Ensures all infrastructures are maintained in a safe and serviceable condition to meet the needs of the community.

Work Environment: 

Work requires the position to work outdoors every day regardless of the weather conditions. The position is exposed to extremes of temperatures, rain, snow, mud, dust, odor, raw sewage, and equipment vibrations. The work of the position requires considerable climbing off and on equipment, and the lifting of medium to heavy objects. Safety precautions are required to reduce the risk of injury from working with raw sewage, toxic and dangerous gases, open tanks, electrical equipment, chemicals, confined spaces, heights, unsanitary or slippery conditions.

Qualifications and Capabilities:

  1. Must have:
    1. Grade 12 or equivalency
    2. Valid Alberta Class 5 Drivers License
  2. Must have or be willing to obtain within 12 months of hiring:
    1. Canadian Water/Wastewater Operator Level I Certificate
    2. Transportation of Dangerous Goods Certificate
    3. Valid First Aid / CPR Certification
    4. Airbrake certificate
    5. Confined Space Training
    6. WHMIS
    7. Ground Disturbance
    8. Pesticide Handling Training
    9. H2S Training
  3. Proficiency using a computer and the necessary programming is required.
  4. Must have working knowledge of public works infrastructure design, construction, material, and techniques.
  5. Must possess excellent customer service skills and the ability to act as an ambassador to the community.
  6. Must work collaboratively with all other Town employees.
  7. Must be highly motivated.
  8. Organized, efficient, creative, and capable of implementing multiple tasks simultaneously.
  9. Skilled in analyzing a situation, assessing alternative solutions, and recommending an effective course of action.
  10. Must have a working knowledge of applicable laws, codes and permit requirements that govern public works operations and maintenance activities.
  11. Requires ability to work safely outdoors in ALL weather conditions.
  12. Must possess the ability to stand, climb, work, walk and drive for extended periods throughout the day.
  13. To work on slippery or uneven surfaces and in confined spaces;
  14. To lift, carry and put away parcels weighing up to 50 pounds.
  15. Proven ability to operate equipment including but not limited to street sweeper, trucks, tractors, graders, loaders, back-hoe, and leak-detection equipment.
  16. Proven ability in the construction, repair, operation and maintenance of water distribution, sewage collection, roads, and drainage systems.

Duties and Responsibilities:

  1. In the absence of the Public Works Foreman, will be responsible for ensuring the following duties are carried out related to the daily operation of the Public Works department including but not limited to the following:
    1. Ensuring all Public Works Staff are trained on all equipment
    2. Ensuring all Public Works staff are trained on operational requirements for water and wastewater operations
    3. Ensure all staff are trained in and follow all environmental regulations, safety requirements, and town policies
    4. Supervision and coordination of Public Works Staff
    5. Completion of all required documentation for Water Distribution System and Wastewater System in a timely manner
    6. Liaison with Town Office to communicate departmental requirements/activities
    7. Assistance in the planning and budgeting processes
    8. Ensuring the safety of all work sites
  2. Must have working knowledge of public works infrastructure design, construction, material, and techniques.
  3. Assist with operation and maintenance of water distribution system. 
  4. Assist with operation and maintenance of wastewater treatment facility.
  5. Take samples and perform any tests as stipulated by Alberta Environment.
  6. Report testing results to Alberta Environment on a daily basis as well as keep records for daily, monthly, and yearly report sheets.
  7. Handle and transport dangerous chemicals on a daily basis requiring the use of appropriate protective equipment not limited to but including SCBA (Self-Contained Breathing Apparatus).
  8. Installs, tests, inspects, replaces, repairs, maintains, and reads water meters.
  9. Locates and repairs leaks in water distribution and wastewater collections mains, services, pumps, valves, and related faculties and appurtenances.
  10. Respond to emergency situations as required.
  11. Maintenance of a network of roads to acceptable standards of public safety.
  12. Sets forms and finishes concrete for sidewalks, curbs, gutters, wheelchair ramps, etc.
  13. Operate heavy power-driven equipment in the construction and maintenance of public works projects such as town streets, curbs, gutters, sidewalks, water distribution systems, storm drains, and sewer system.
  14. Performs heavy manual labor duties as required including but not limited to shoveling and spreading gravel, sand, asphalt, and other materials on streets, assisting with paving and patching streets, laying pipes for sewer and storm drains; cleaning and maintaining and repairing water mains, lines and lift stations.
  15. Repair traffic signs; fabricate and install new street signs; paint curbs and traffic markings; and aids in traffic control through work areas, including setting up barricades, warning signs, and cones as required.
  16. The operation and maintenance of Town owned equipment (various trucks, grader, loader, backhoe, street sweeper, lawn care equipment, hand, and power tools, measuring devices, meter and safety gear) to acceptable standards of public safety.
  17.  Seasonal duties as assigned by the Public Works Foreman including but not limited to tree trimming, grass cutting, snow plowing, and general town cleanup.
  18. Maintain, repair, or replace fire hydrants as necessary in order to meet fire protection needs as well as keeping them clear of accumulated snow to allow immediate access. 
  19. Perform general building and grounds maintenance work as requested; maintains clean and orderly work areas.
  20. Perform weed abatement duties related to public works projects and operations.
  21. Maintain airport runways, taxi lights, and other special faculties and equipment.
  22.  Assists in stocking and maintaining supply inventory.
  23. Maintains routine records of work performed and materials used.
  24. Assist with the supervision of summer labor programs.
  25. Keep abreast of new practices, techniques, and innovative methods pertaining to utilities operations and development.
  26. Ensure that safety standards under the Occupational Health and Safety Act and Pursuant regulations are adhered to, including protective equipment and clothing.  This will require a good working knowledge of the Act and Regulations.  All duties are to be performed within Municipal Policies and procedures and WHIMS guidelines.
  27. Responsible for carrying out the mission of the Town and the department and adherence to the Town’s and departmental organizational values.
  28. Supervises the summer labor programs.
  29. Keep abreast of new practices, techniques, and innovative methods pertaining to utilities operations and development.
